It's a middling choice for an Amazon or Assassin, since it lacks Increased Attack Speed (Faster Cast Rate does nothing for arrows, javelins, or traps), although the mana regen, faster run/walk and faster hit recovery are decent. While this makes this armor less than attractive to classes that are likely to get hit, the traits are very good for caster classes such as Elemental Druids, Necromancers, and Sorceresses.

This is typical of low-level Runeword armor you don't get general Enhanced Defense on any until level 37.

Stealth's major shortcoming is that it has no added defense of any kind, other than the 30% Poison Resist and Faster Hit Recovery. It lacks direct defense so it's not ideal for melee classes, but it's a great early choice for casters.

Stealth is the earliest armor Runeword available, and has a great mix of qualities that will make it attractive to many classes.
